Noggins has one of the great raw bars on the East Side, and it's one of its biggest draws. The Shaker Heights eatery also offers wonderful specials, such as quenelles (dumplings) of halibut. The restaurant's regular appetizers (try the chicken wings, and if you figure out the secret ingredient, you win), along with soup, salad, bread and an entree, would easily feed a family of two or more. For dessert, it often carries a bÉte noir (flourless chocolate cake) that's mouth-watering. On a typical weekend night, you'll undoubtedly have a minor wait, which you can while away in the mirror-lined bar. You can order a classic turkey Reuben or one of the signature Noggins dishes, Cashin's chicken sandwich. Most pasta-lovers could order the spinach fettuccini with chicken, broccoli, garlic, olive oil and feta cheese, and be happy.
